Conspiracy
Cory Doctorow presents us with idea that the Xnetters when viewed from the perspective of the DHS and eventually the public, they are perceived to be terrorists. In the novel the Xnetters as viewed group that is seeking change from oppression of the DHS, to prevent further damage by the DHS.  The DHS claimed that they spread fear to the public, and that they were intentionally interfering with the DHS to prevent the DHS from catching actual terrorists. The Xnetters gathered together in the eyes of the public to rally and strengthen attitude of resentment towards the DHS.  Eventually the DHS blamed the head of the Xnet for the terrorist attacks. Because people are often afraid of things that they don't understand, and the public generally lacks knowledge in the area of technology, it would be easy for the public of San Francisco to view Xnetters as terrorists. Doctorow shows later in the novel that the Xnetters would continue to disrupt the electronic scanners with their arphid scanners, even after they had been declared terrorists by the DHS. Doctorow also has the Xnetters communicate under the radar of the DHS for the most part using the Xnet, and encrypted messages to ensure secrecy from the government when planning their conspiracy.
