In the novel Doctorow has the DHS lockdown the city of San Francisco in effort to find the terrorists, and to prevent further terrorist attacks. There is increased surveillance at first in the form tracking where people are going, then eventually the installation of face recognition cameras, and vans patrolling to find people using arphid coders. This crack down would install fear in the public first by making them believe there is still a chance of another terrorist attack, and second by the idea of constantly being watched by the DHS. Friedland, and Waldron along with Doctorow would agree that installing fear into the public mind by the DHS is an act of terrorism. The DHS also installs fear into the minds of the teenagers being held in Gitmo-by-the-bay by threatening to torture them if they did not receive the information that they desired. Doctorow would again agree with Friedland in the way that the DHS put fear in the enemies mind would be considered and act of terror.
