When evaluating whether the DHS can be considered terrorists or not, it is crucial to define what we mean by terrorism. In the novel, Doctorow shows the DHS committing many acts that may be considered terrorism. The first act that is the torture that the DHS committed on teenagers the bombing of the Bay Bridge. The second is the use of force to break up the Xnetters that gathered together for a rally, by using tear gas. The third act is installing fear upon the public, in multiple different ways. Doctorow is able to provide answers to all of these questions in his novel Little Brother.
