 Due to overly zealous United States Attorneys and overly strict Federal Laws, peaceful citizens, such as Tommy Chong, go to jail for making glass pipes and protecting their families. These people are not even being prosecuted for using drugs, which is ridiculous in my opinion. Steps need to be made to alleviate this problem.
To fully understand the problem, the historical aspects should be understood as well.
